INTRODUCTION

The Bureau of Indian Standards (BIS), in partnership with the Department of Electronics and Information Technology, introduced the Compulsory Registration Scheme (CRS) in 2012 to enhance the safety and quality of electronic and IT products in India. This initiative was created in response to the increasing number of low-quality, unsafe, and counterfeit electronic products entering the Indian market. By making registration mandatory, the CRS ensures that every manufacturer—whether domestic or foreign—tests their products as per Indian Standards before selling them in India. Obtaining BIS registration allows manufacturers to demonstrate product safety, boost customer trust, and comply with regulatory requirements, ultimately contributing to consumer protection and market transparency.

Under the BIS CRS scheme, manufacturers receive a registration certificate allowing them to use the Standard Mark along with a unique “R” number. This certification is based on the manufacturer’s self-declaration of conformity to Indian Standards. According to BIS regulations, no electronic product covered under CRS can be manufactured, sold, imported, or distributed without this registration and the CRS mark.

WHO CAN APPLY FOR BIS CRS REGISTRATION

The BIS CRS scheme was introduced for IT and electronic items, requiring BIS registration for anybody manufacturing electronic goods. BIS CRS registration is mandatory for both Indian manufacturers (having a manufacturing facility in India) and foreign manufacturers (having a manufacturing facility outside India). Registration will be approved after their product is tested at the BIS laboratory. Under the BIS CRS scheme, registration is granted by the BIS.

BIS Registration for Electronic & IT Products (BIS Compulsory Registration Scheme)

The Ministry of Electronics & Information Technology (MeitY) introduced the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012 to ensure the safety and quality of electronic products sold in India. Initially, it covered 15 categories of electronic goods, and over time more products were added in 2014, 2017, and 2020. MeitY also introduced standards for Indian language support in mobile phones in 2016 and for digital television receivers used for satellite broadcasting in 2023.

Other ministries have also introduced similar quality regulations. The Ministry of New and Renewable Energy included five solar photovoltaic products under a compulsory registration order. The Ministry of Chemicals and Fertilizers added quality control rules for certain chemicals, while the Ministry of Textiles introduced standards for cotton bales.

Under these rules, products must meet Indian Standards and carry the BIS Standard Mark with a unique registration number, issued by the Bureau of Indian Standards (BIS).

BIS CERTIFICATION PROCESS FOR ELECTRONIC & IT PRODUCTS

The BIS Registration process under the Compulsory Registration Scheme (CRS) for electronic and IT products involves the following steps:

1. Identify the Applicable Indian Standard (IS)
Determine the specific Indian Standard that applies to your product. The BIS website provides a detailed list of standards covering various electronic and IT items.
2. Testing Facility
Send your product to a BIS-recognized laboratory for testing. The laboratory evaluates your product based on the relevant Indian Standard and issues an official test report.
3. Application Submission
Submit your BIS registration application online through the BIS portal. Upload the test report along with required documents such as business registration proof, manufacturing process details, and the declaration of conformity.

BIS Registration Requirements

Validity of BIS License
  • The BIS License for electronic products is valid for a minimum of two years. The licensee is eligible to apply for the renewal of the license 90 days before the license's expiration.
  • The license will expire if the renewal application, along with the applicable fee, is not received within ninety days.
Timeline for BIS License Issuance
  • If the test report, application form, and all other documents are in correct format and meet BIS requirements, the license will be issued within 20 days of the application date.
  • If the documentation and conformity are not satisfactory in the first instance, the BIS officer will give a rejection notice if the deficiency is not rectified within 30 days.
