This is an important update for all existing BIS license holders, new applicants, manufacturers, importers, and product sellers regarding the p-Xylene (Quality Control) Order, 2021, as amended by the Quality Control Amendment Order, 2025.

About the Amendment Order

The Ministry of Chemicals and Fertilizers has issued the p-Xylene (Quality Control) Amendment Order, 2025, which will come into effect from 19th December 2025.

As per this Order, all goods or articles of p-Xylene must comply with the Indian Standard IS 17370:2020.
From the date of implementation, every product under this category must:

  • Bear the Standard Mark (ISI Mark) under a valid BIS license, issued according to Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.

  • Be certified by BIS before being sold or distributed in India.

Products manufactured only for export are exempted from this Order, provided they meet the requirements of the importing country.

Implementation and Authority

The Bureau of Indian Standards (BIS) is designated as the certifying and enforcement authority for this Order.

Failure to comply with the provisions of this Order will lead to penalties under the BIS Act, 2016.
