In an important step toward ensuring public health and product quality, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued the Potable Water Bottles (Quality Control) Amendment Order, 2024, dated 29th August 2024.
The amendment mandates BIS certification for Potable Water Bottles made of Copper, Stainless Steel, and Aluminum, in accordance with Indian Standard IS 17803:2022. This initiative reinforces the government’s focus on standardization, consumer safety, and product reliability in the consumer goods segment.

- All applicable products must bear the ISI Mark, licensed under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
Implementation Timeline
- General Manufacturers: Compliance mandatory from 5th January 2024 (6 months from notification)
- Small Enterprises: Effective from 5th April 2024 (9 months from notification)
- Micro Enterprises: Effective from 5th July 2024 (12 months from notification)
Exemptions under the Order
- Export-Only Products
- Domestically manufactured goods intended solely for export are exempt from this requirement.
- Very Small Enterprises
- Registered on the Udyam Portal
- Investment in plant/machinery ≤ ₹25 lakhs
- Turnover ≤ ₹2 crores in the previous financial year (certified by a Chartered Accountant)
- Declared Stock Before Enforcement
- Items manufactured or imported before the commencement date
- Allowed to be sold for up to 6 months after the enforcement date
- Manufacturers/importers must submit a Chartered Accountant-certified declaration to BIS
Certifying & Enforcing Authority:The Bureau of Indian Standards (BIS) is the official authority responsible for both certification and enforcement under this Order.
Penalty for Non-Compliance:Any individual or company failing to comply with this Order is liable for penalties under the Bureau of Indian Standards Act, 2016.
