• Manufacturers seeking a BIS Licence for Parliament Hinges.

• Businesses supplying BIS-regulated Parliament Hinges.

• Foreign manufacturers seeking to supply applicable products in India, subject to the applicable BIS procedures.

The Hinges QCO 2025 requires Parliament Hinges to conform to the applicable Indian Standard and bear the BIS Standard Mark under a BIS licence.

The main requirements are:

• Compliance with IS 362:1991.

• Obtaining the required BIS Licence under Scheme-I.

• Testing of the product as required under the applicable BIS requirements.

The Government of India has issued the Transition Facilitation (Quality Control) Order, 2026 through S.O. 3417(E) dated 25 June 2026. The Order applies to the BIS Hinges QCO 2025. 

Under this Order, eligible companies may be granted specific permission by the Department for Promotion of Industry and Internal Trade (DPIIT), subject to the conditions and risk assessment. 

The key provisions include:

• Goods covered under the Hinges QCO must conform to the applicable Indian Standards.

• The goods may be permitted to use the BIS Standard Mark under a BIS licence as per Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

• The BIS licence is available only to a manufacturer for supplying goods who has been granted permission.

• The person receiving permission must ensure that the goods comply with the applicable Indian Standards.

• BIS may conduct market surveillance to verify continued compliance.

• DPIIT may grant permission to eligible companies incorporated under the Companies Act, 2013.

• Permission is granted based on the risk assessment conducted by the Implementation Committee constituted under the Order.

The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Parliament Hinges covered under this QCO.

Any person who violates the provisions of the Hinges Quality Control Order 2025 shall be liable for action under the provisions of the Bureau of Indian Standards Act, 2016.
