About the Order
The Ministry of Commerce and Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025, which will come into effect from 1st November 2025.
This order will become enforceable six months after its publication in the Official Gazette.
As per this QCO, all Cross Recessed Screws must conform to Indian Standard IS 18471 (Part 1): 2025 / ISO 15481:1999.
Products under this category must:
Bear the Standard Mark (ISI Mark) issued under a valid BIS license as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.
Be manufactured and supplied only by BIS-certified manufacturers.
Implementation Schedule
To make compliance easier, the government has given different timelines for enterprises based on their size:
General Implementation: 1st November 2025
Small Enterprises: 1st February 2026
Micro Enterprises: 1st May 2026
Exemptions for Micro and Small Enterprises
Certain micro and small enterprises registered under the Udyam portal of the Ministry of MSME are exempt from implementing this Indian Standard if they meet the following criteria:
Investment in plant and machinery does not exceed ₹25 lakh, and
Annual turnover does not exceed ₹2 crore, as certified by a Chartered Accountant for the previous financial year.
Research and Development (R&D) Exemption
To support innovation, this order allows limited imports for R&D purposes:
Manufacturers (OEMs) can import up to 200 kilograms annually of these screws for research and development.
These imported goods cannot be sold commercially and must be disposed of as scrap after use.
OEMs must maintain annual records of these imports and provide details to government authorities when requested, on official letterhead signed by an authorized representative.
Implementation and Enforcement
The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority for this Order.
Any person found violating this Order will face penalties as per the provisions of the BIS Act, 2016.
