This standard outlines comprehensive requirements related to materials, construction, finish, and performance, ensuring that only high-quality, safe, and reliable products enter the Indian market.

Key Highlights of the Hinges QCO

● Mandatory Compliance:
All cabinet hinges must conform to IS 18297:2023 under the purview of this QCO.

● BIS Certification under Scheme-I:
Manufacturers are required to obtain a BIS license under Scheme I of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Only after certification can they display the Standard Mark (ISI Mark) on their products.

● Quality Assurance:
The standard ensures that all certified hinges meet stringent benchmarks related to durability, functionality, and safety.

● Implementation Date:
The QCO will be effective from July 1, 2025, uniformly for micro, small, and large enterprises.

● Exemptions for R&D Imports:
Manufacturers may import up to 200 units per year for research and development purposes without BIS certification, provided that:

○ These products are not sold commercially.

○ They are disposed of as scrap after use.

○ The manufacturer maintains year-wise records on company letterhead, duly signed by an authorized signatory, and submits them to the Central Government.

● Consequences of Non-Compliance:
Non-compliance with the order may lead to penalties under the Bureau of Indian Standards Act, 2016, which may include fines, product recalls, or legal action.
