The Government of India issues this Quality Control Order to ensure safety, reliability, and standardization of Copper Products(Wrought Copper Tubes for Refrigeration and Air- Conditioning Purpose) across the country.

Overview
Amendment to Copper Products (Quality Control) Order
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued the Copper Products (Quality Control) Amendment Order, 2025 on 19th February 2025, modifying the provisions of the earlier Copper Products (Quality Control) Order, 2024 dated 25th April 2024. This amendment offers limited-time relief for certain imports related to the manufacturing sector.
Key Highlights:
● Product Covered: Wrought Copper Tubes for Refrigeration and Air Conditioning Purposes Comply with Indian standard IS 10773:1995
●Standard Compliance: Must conform to the
relevant Indian Standard and bear the BIS
Standard Mark under Scheme-I of
the BIS Conformity Assessment Regulations, 2018.
Implementation Timeline (as per 2024 Order):
● Medium & Large Enterprises: 19th
October 2024
● Small Enterprises: 19th January 2025
● Micro Enterprises: 19th April 2025
Amendment Update (2025 Order):
Exemption
Period:
From 19th February 2025 to 31st March 2025, the QCO shall not apply to:
● Goods imported by a
manufacturer for the purpose of making equipment, products, sub-assemblies, or
components in India
● Applicable only to Wrought Copper Tubes for Refrigeration and AC purposes Comply with Indian standard IS 10773:1995
● Import limit: Value not exceeding 25%
of the manufacturer’s total copper tube imports in FY 2023–24
Other Provisions:
● Exemption continues for exports
● BIS remains the certifying and
enforcement authority
● Non-compliance is punishable
under the BIS Act, 2016
This amendment provides short-term
flexibility for manufacturers sourcing copper tubes, aimed at supporting
ongoing production cycles without compromising long-term quality compliance.
The Copper Product (Quality Control) Amendment Order, 2025, aims to enhance
product quality, safety, and standardization while allowing for transitional
flexibility for manufacturers, importers, and Micro and Small Enterprises
(MSMEs). By understanding these changes, businesses can stay compliant, avoid
penalties, and continue to operate smoothly.
Penalties for Non-Compliance: Any person or entity that violates this order will be subject to penalties under the provisions of the Bureau of Indian Standards Act, 2016.
