BIS Quality Control Order for Wrought Aluminium Utensils

Important update regarding Indian Standard applicable to all existing licence holders, new applicants, manufacturers, importers, distributors, and sellers of Wrought Aluminium Utensils.
Wrought Aluminium Utensils QCO Overview
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade – DPIIT), Government of India, has issued the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 through Gazette Notification S.O. 219(E) dated 15th January 2026. Under this notification, Wrought Aluminium Utensils covered under IS 1660:2024 have been included under mandatory BIS certification requirements.
As per the notification, manufacturers of Wrought Aluminium Utensils must ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted as per Scheme-I of BIS (Conformity Assessment) Regulations, 2018.
What is IS 1660:2024
IS 1660:2024 is the Indian Standard specified for Wrought Aluminium Utensils used for food preparation, cooking, serving, and storage purposes. This standard specifies the requirements related to material quality, construction, dimensions, workmanship, safety, performance, and testing requirements to ensure durability, hygiene, and safe usage of aluminium utensils in domestic and commercial applications.
Implementation Dates Under QCO
The Quality Control Order will come into force from the following dates:

| General (Large Manufacturers) | 1st October 2026 |
| Small Enterprises | 1st January 2027 |
| Micro Enterprises | 1st April 2027 |
Key Requirements Under the QCO
- Products must comply with IS 1660:2024 requirements.
- Manufacturers must obtain BIS certification before selling products in the Indian market.
- Certified products must bear the ISI Mark.
- BIS will act as the certification and enforcement authority for these products.
- Non-compliance may result in penalties under the BIS Act, 2016.
Exemptions Under the Order
The QCO does not apply to:
- Products manufactured domestically for export purposes.
- Goods imported for research and development purposes, limited to 200 units per year, subject to conditions specified in the notification.
- Goods imported into India are filled with solid, liquid, or gaseous materials.
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Wrought Aluminium Utensils covered under this Quality Control Order.
Penalty for Non-Compliance
Any person or manufacturer violating the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
