Dear Viewer, This is an important update regarding the Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers for Writing and Printing Papers, Coated Paper and Board (Specification for Coated Paper and Board – Art and Chrome) under the Quality Control Order, 2025.
BIS QCO for Writing and Printing Papers, Coated Paper and Board (Art and Chrome)
Overview
The Ministry of Commerce and Industry has issued the Writing and Printing Papers, Coated Paper and Board (Quality Control) Order, 2025.
This order applies to all goods or articles classified as Coated Paper and Board (Art and Chrome).
Such products must conform to Indian Standard IS 4658:2019 – Specification for Coated Paper and Board (Art and Chrome).
Only products bearing the Standard Mark (ISI Mark) under a valid BIS license issued as per Scheme–I of Schedule–II of BIS (Conformity Assessment) Regulations, 2018 will be allowed in the Indian market.
Implementation Timeline
- General Manufacturers (other than MSMEs): Compliance within 6 months from the date of notification.
- Small Enterprises: Compliance within 9 months.
- Micro Enterprises: Compliance within 12 months.
Exemptions
✅ Export Exemption: Products manufactured only for export are not covered under this Order.
✅ R&D Exemption: Up to 5 tons per year of products imported by manufacturers for research and development purposes are exempt, provided:
- They are not sold commercially.
- After use, they are disposed of as scrap.
- Manufacturers maintain year-wise records of such imports and present them to authorities if asked.
Enforcement
The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority for this order.
Any violation will invite penalties under the BIS Act, 2016.
