Dear Viewer, This is an important update regarding the Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers for the Writing and Printing Papers, Coated Paper and Board (Quality Control) Order, 2025.

Overview
The Ministry of Commerce and Industry has issued the Writing and Printing Papers, Coated Paper and Board (Quality Control) Order, 2025 under the Bureau of Indian Standards Act, 2016.
This Order specifies that all products falling under IS 1848 (Part 2): 2018 – Writing and Printing Papers (Air Mail/Manifold, Cartridge Drawing and Cartridge White, Duplicating Absorbent, Semi-Absorbent, Poster, and Machine Glazed Types) must comply with BIS requirements.
Only goods bearing the Standard Mark (ISI Mark) issued under a valid BIS license as per Scheme–I of Schedule–II of BIS (Conformity Assessment) Regulations, 2018 shall be permitted for sale in the Indian market.
Implementation Timeline
- General Manufacturers (Other than MSMEs): Within 6 months of publication.
- Small Enterprises: Within 9 months of publication.
- Micro Enterprises: Within 12 months of publication.
Exemptions
- Exports: Products manufactured exclusively for export are exempt.
- R&D Imports: Up to five tons annually for research and development purposes are exempt, provided:
- They are not sold in the market.
- After use, they are disposed of as scrap.
- The manufacturer maintains proper yearly records of imports for government inspection.
Enforcement & Penalties
The Bureau of Indian Standards (BIS) is the certifying and enforcing authority. Any violation of this Order will invite penalties under the BIS Act, 2016.
Additionally, any future amendments or revisions made to IS 1848 (Part 2): 2018 by BIS will automatically apply to this Quality Control Order.
