Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Welding rode and bare electrodes for gas shielded arc welding of structural steel.

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has taken a significant step to ensure the quality and safety of welding consumables by issuing the Welding Rods and Electrodes (Quality Control) Order, 2023. This order, notified on 14th July 2023, mandates BIS certification for Welding rode and bare electrodes for gas shielded arc welding of structural steel, aligning with the Indian Standard IS 6419:1996.
Welding electrodes play a crucial role in fabrication, construction, automotive, and heavy industries. Ensuring their standardization and quality is essential for public safety, structural integrity, and industrial efficiency. This order aims to eliminate substandard products from the market and bring uniformity through compulsory certification.
Key Provisions of the Order
Products Covered: Welding rode and bare electrodes for gas shielded arc welding of structural steel
Mandatory BIS Certification:
● Products must conform to IS 6419:1996
● Must bear the ISI mark, issued under a valid license from the Bureau of Indian Standards (BIS) in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Implementation Timeline
● Medium and Large Enterprises: From 14th January 2024 (6 months from the date of notification)
● Small Enterprises (as per MSMED Act): From 14th April 2024 (9 months from notification)
● Micro Enterprises: From 14th July 2024 (12 months from notification)
Exemptions from the Order
The following are exempted from mandatory BIS certification under this Order:
- Products manufactured for export
- Very Small Enterprises meeting all of the following conditions:
○ Registered on the Udyam Portal
○ Investment in plant & machinery not exceeding ₹25 lakhs
○ Annual turnover not exceeding ₹2 crores
○ Financials certified by a Chartered Accountant
Certifying and Enforcing Authority: The Bureau of Indian Standards (BIS) will act as the certification authority and is responsible for enforcing compliance.
Penalty for Non-Compliance: Manufacturers or suppliers who violate the provisions of this Order will face penalties as prescribed under the Bureau of Indian Standards Act, 2016.
