            Here’s an important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Toluene (Quality Control) Amendment Order, 2024.
The Ministry of Chemicals and Fertilizers has issued the Toluene (Quality Control) Amendment Order, 2024, which will come into effect from 22nd December 2025.
This order has been introduced to ensure that Toluene and its related products meet the required quality standards as defined by the Bureau of Indian Standards (BIS).
All goods or articles that fall under Toluene must:
Comply with the Indian Standard IS 537:2011
Carry the Standard Mark (ISI Mark) under a valid BIS license as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018
Products that are manufactured exclusively for export are exempted from this Order, provided they meet the specifications set by the foreign buyer.
The Bureau of Indian Standards (BIS) has been designated as the certifying and enforcing authority for this Order.
Any person or company found violating the provisions of this Order will face penalties under Section 29 of the BIS Act, 2016.
This QCO replaces earlier amendments and aims to strengthen quality assurance for Toluene-based products in India.
Any future updates or changes made by BIS to this Indian Standard will automatically apply from the date they are officially published.
