Here’s an important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Steel and Steel Products (Steel for the Manufacture of Laminated Springs – Railway Rolling Stock – Part 1: Flat Sections – Specification) (Quality Control) Order, 2024.

BIS QCO for Steel and Steel Products (Steel for the Manufacture of Laminated Springs – Railway Rolling Stock – Part 1: Flat Sections – Specification)

The Ministry of Steel has officially issued the Steel and Steel Products (Quality Control) Order, 2024 under the Bureau of Indian Standards (BIS) Act, 2016.

This new Order replaces the earlier Quality Control Order of 2020 and took effect from 5th February 2024, the date of its publication in the Official Gazette. However, any actions or processes initiated under the old Order will remain valid.

Key Requirements

This notification specifically applies to steel used for manufacturing laminated springs (railway rolling stock) – Part 1: Flat Sections.

From the implementation date, every product covered under this category must:

  • Conform to Indian Standard IS 3885 (Part 1): 1992

  • Bear the Standard Mark (ISI Mark) under a valid BIS license, as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018

  • Be accompanied by a Test Certificate issued by a BIS-certified manufacturer

Products that are manufactured solely for export and meet the specifications required by foreign buyers are exempted from this requirement.

Certification and Enforcement

The Bureau of Indian Standards (BIS) is the certifying and enforcing authority responsible for ensuring compliance with this Quality Control Order.

Any manufacturer or entity found non-compliant will be penalized under Section 29 of the BIS Act, 2016.

Future Amendments

If BIS makes any future revisions or amendments to the mentioned Indian Standard, those changes will automatically apply to this Order from the date of publication.
