Here is an important update for all existing license holders, new applicants, manufacturers, importers, and sellers regarding the Cross Recessed Screws (Quality Control) Order, 2025.

BIS QCO for the Cross Recessed Screws (Cross Recessed Tapping Screws Part 2 Countersunk Flat Head)

Overview

The Ministry of Commerce and Industry has issued a new Quality Control Order for Cross Recessed Drilling Screws with Countersunk Heads.

This order will come into effect on 1st November 2025.

From this date, all such screws sold in India must conform to the Indian Standard IS 18471 (Part 2): 2025. They must also carry the Standard Mark (ISI Mark) under a valid BIS license, as per Scheme-I of the BIS Conformity Assessment Regulations, 2018.

Extended Timelines for Small and Micro Enterprises

To help smaller businesses adapt, the government has provided extra time for compliance:

For All Manufacturers/Importers: 1st November, 2025

For Small Enterprises: 1st February, 2026

For Micro Enterprises: 1st May, 2026

Special Exemption for Eligible Micro & Small Enterprises

Micro and Small Enterprises (as defined by the MSME Act, 2006) can be fully exempt from this standard if they meet all of the following criteria:

Registered on the Udyam portal.

Investment in plant and machinery is not more than ₹25 lakh.

Turnover for the last financial year was not more than ₹2 crore (must be certified by a Chartered Accountant).

Exemption for Research & Development

Manufacturers (OEMs) can import a limited quantity of up to 200 kilograms per year for research and development purposes without a BIS license. However:

These screws cannot be sold in the market.

They can only be disposed of as scrap.

Companies must maintain proper annual records of these goods and provide them to the authorities if asked.

Enforcement and Penalties

The Bureau of Indian Standards (BIS) is the official certifying and enforcing authority for this Order.

Any violation of the provisions of this order will lead to legal action and penalties under the Bureau of Indian Standards Act, 2016.
