About the Order

The Ministry of Chemicals and Fertilizers has issued a new amendment under the Quality Control Order (QCO) for Textiles—Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement.

This amendment, titled “Textiles—Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023”, will come into effect from 6th January 2026.

This Order applies to all products listed in the attached schedule but does not apply to goods made exclusively for export.

Key Requirements

From the date of implementation, all products under this category must:

Conform to Indian Standard IS 16709:2017
(Textiles—Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement – Specification)

Bear the Standard Mark (ISI Mark) issued under a valid BIS license as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018

Be certified by the Bureau of Indian Standards (BIS), which is the official certifying and enforcing authority under this Order

Products that do not comply with this requirement will be subject to penalties under the BIS Act, 2016.
