Here’s an important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Textiles—Polypropylene (PP)/High-Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution (Quality Control) Amendment Order, 2024.

About the Order

The Ministry of Chemicals and Fertilizers has issued the (Quality Control) Second Amendment Order, 2025 under the Bureau of Indian Standards (BIS) Act, 2016.

This Order will come into effect on 6th January 2026.

It applies to Textiles—Polypropylene (PP)/High-Density Polyethylene (HDPE) Laminated Woven Sacks used for mail sorting, storage, transport, and distribution.

However, this Order does not apply to goods meant solely for export.

Key Requirements

From the date of implementation, all products under this category must:

  • Comply with Indian Standard IS 17399:2020 (Textiles—Polypropylene (PP)/High-Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution – Specifications)

  • Carry the Standard Mark (ISI Mark) under a valid BIS License, as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018

  • Be certified by the Bureau of Indian Standards (BIS) before being sold or distributed in India

Products manufactured only for export are exempted from this requirement, provided they meet the importing country’s specifications.

Authority & Enforcement

The Bureau of Indian Standards (BIS) is the certifying and enforcing authority for this Quality Control Order.
Any non-compliance with the provisions of this Order will lead to penalties under Section 29 of the BIS Act, 2016.

Any future updates or revisions made by BIS to this Indian Standard will automatically apply to this Order from the date they are published in the Official Gazette.
