This is an important update regarding the Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers of Steel Pipe Flanges.
BIS QCO for Steel Pipe Flanges
On September 25, 2023, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) issued the Miscellaneous Steel Products (Quality Control) Order, 2023 under the provisions of the Bureau of Indian Standards Act, 2016 (11 of 2016). The Order mandates compliance with Indian Standard IS 6392 : 2020 for specified steel products, aiming to ensure quality and safety for end-users while promoting standardization.
Key Provisions of the Order
- Short Title and Commencement
- This Order is officially titled the Miscellaneous Steel Products (Quality Control) Order, 2023.
- It shall come into force six months from the date of its publication in the Official Gazette (25th March 2024).
- For enterprises classified under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), the compliance deadlines are as follows:
- Micro Enterprises: Twelve months from the date of publication.
- Small Enterprises: Nine months from the date of publication.
- Compulsory Use of Standard Mark
- The goods or articles specified as Steel Pipe Flanges must conform to IS 6392 : 2020.
- These products are required to bear the Standard Mark under a license issued by the Bureau of Indian Standards (BIS), as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
- Products manufactured solely for export purposes are exempt from this Order.
- Certification and Enforcement Authority
- The Bureau of Indian Standards is designated as the certifying and enforcing authority for the specified goods or articles. BIS is tasked with ensuring compliance and taking necessary action against violations.
- Penalty for Contravention
- Any person who fails to comply with the provisions of this Order shall be penalized as per the provisions of the Bureau of Indian Standards Act, 2016.
