BIS Quality Control Order for Steel Doors, Windows and Ventilators

Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Steel Doors, Windows and Ventilators.
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has released a draft of the Steel Doors, Windows, Ventilators and Fittings (Quality Control) Order, 2025. As per the proposed QCO, it will be mandatory for manufacturers of Steel Doors, Windows and Ventilators to obtain BIS certification in accordance with Indian Standard IS 1038: 1983.
1. Title and Enforcement Date
- This order is officially named the Steel Doors, Windows, Ventilators and Fittings (Quality Control) Order, 2025.
- It will come into effect from the date it is published in the Official Gazette
2. Mandatory BIS Certification for Steel Doors, Windows and Ventilators
- Steel Doors, Windows and Ventilators must comply with the Indian Standard IS 1038: 1983.
- These products must carry the BIS Standard Mark under a license issued by the Bureau of Indian Standards (BIS), as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Implementation Timeline
- General manufacturers: Certification becomes mandatory 6 months after the date of Gazette notification
- Micro enterprises: Get 9 months from the date of notification
- Small enterprises: Get 12 months from the date of notification.
Note: This order does not apply to products manufactured exclusively for export.
3. Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) will serve as the certifying and enforcing authority for this order.
4. Penalty for Non-Compliance
Any person or manufacturer who violates this order will be penalized under the provisions of the BIS Act, 2016.
