The Government of India has introduced the Bearing Components and Accessories (Quality Control) Order, 2025, to ensure the quality, reliability, safety, and standardization of Steel Balls for Rolling Bearings across the country.

Overview
The Ministry of Commerce and Industry has issued the draft order. This Order shall be called the Bearing Components and Accessories (Quality Control) Order, 2025. This Order will come into force on the date of its publication in the Official Gazette.
Under this Order, Steel Balls for Rolling Bearings must conform to IS 2898 (Part 1):2019 / ISO 3290-1:2014. The product must have the BIS Standard Mark (ISI Mark) as per the marking requirements. Manufacturers must obtain the BIS Licence under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Manufacturers of Steel Balls for Rolling Bearings must ensure compliance with the BIS certification requirements for Steel Balls for Rolling Bearings under IS 2898 (Part 1):2019 / ISO 3290-1:2014.
Implementation Dates Under BIS QCO for Steel Balls for Rolling Bearings
Micro enterprises and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), shall comply with the specified Indian Standards from the date mentioned below -

The main purpose of the Bearing Components and Accessories (Quality Control) Order, 2025 is to ensure that Steel Balls for Rolling Bearings are manufactured with consistent quality and conform to the Indian Standard requirements. The QCO aims to ensure that -
Manufacturers must ensure BIS compliance with the certification requirements of IS 2898 (Part 1):2019 / ISO 3290-1:2014.
Manufacturers must obtain a valid BIS ISI Mark Certification for Steel Balls for Rolling Bearings.
Certified products must bear the BIS Standard Mark (ISI Mark) in accordance with the applicable requirements.
BIS shall act as the certification and enforcement authority.
Non-compliance may attract penalties under the provisions of the Bureau of Indian Standards Act, 2016.
Mandatory BIS Certification Requirement
Once the QCO comes into force, manufacturers of Steel Balls for Rolling Bearings must obtain a valid BIS Licence for Steel Balls for Rolling Bearings before selling or distributing the products in India. The products must comply with the Indian standard requirements and must bear the ISI Standard Mark under the applicable BIS certification scheme.
Manufacturers seeking BIS approval for Steel Balls for Rolling Bearings must ensure that their products comply with the requirements for IS 2898 (Part 1):2019 / ISO 3290-1:2014 BIS certification. Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Steel Balls for Rolling Bearings covered under this QCO.
Penalty for Non-Compliance
Any person who violates the provisions of this Steel Balls for Rolling Bearings Quality Control Order shall be liable for action under the provisions of the Bureau of Indian Standards Act, 2016.
Key Exemptions
The proposed Quality Control Order for Bearing Components and Accessories 2025 provides exemptions for -
Domestic exports: Goods manufactured in India exclusively for export are exempted under the Bearing Components and Accessories QCO 2025.
Imported components: Goods imported as part of finished goods, sub-assemblies, or components are also exempted.
Export manufacturing: Goods or articles imported by a manufacturer for manufacturing equipment, products, sub-assemblies, or components in India for export are also exempted.
The manufacturer is required to furnish a self-declaration on its letterhead, signed by its authorized signatory, to the Central Government.
The declaration must have the invoice number and other relevant details of the import consignment along with an undertaking that the items will not be used domestically or sold in the Indian market.
The manufacturer must maintain records for verification or audit by the concerned Government authorities.

R&D imports: An exemption is provided for manufacturers of bearing components and accessories importing up to 200 numbers of goods or articles per year for research and development purposes. The exemption is subject to conditions, including -
The goods must be imported only for research and development purposes.
They must not be sold or commercially distributed.
After use, they may be disposed of as scrap.
Manufacturers must maintain proper year-wise records of the imported goods.
These records must be provided to the Central Government or concerned authorities whenever required.
