The Government of India has issued the Hinges (Quality Control) Order, 2025, to ensure that Stainless Steel Butt Hinges comply with the applicable Indian Standard and BIS certification requirements in India.

Overview
The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade (DPIIT), has issued the Hinges (Quality Control) Order, 2025 through Gazette Notification S.O. 1368(E) dated 21st March 2025. The Order shall come into force on the date of its publication in the Official Gazette.
Under the Hinges QCO 2025, Stainless Steel Butt Hinges must conform to IS 12817:2020. The product must bear the BIS Standard Mark (ISI Mark) under a licence from the Bureau of Indian Standards (BIS), as per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Key Requirements under BIS QCO for Stainless Steel Butt Hinges
The Hinges QCO 2025 requires Stainless Steel Butt Hinges to conform to the applicable Indian Standard and bear the BIS Standard Mark under a BIS licence.
The key requirements are:
Manufacturers must ensure that Stainless Steel Butt Hinges comply with IS 12817:2020 certification requirements.
Manufacturers must obtain the required BIS Licence for Stainless Steel Butt Hinges under the applicable certification scheme.
Certified Stainless Steel Butt Hinges must bear the BIS Standard Mark.
BIS shall act as the certification and enforcement authority.
Any violation of the Order shall be subject to action under the Bureau of Indian Standards Act, 2016.
BIS Compliance Requirements for Stainless Steel Butt Hinges
Under the Quality Control Order for Hinges 2025, Stainless Steel Butt Hinges must conform to IS 12817:2020 and carry the BIS Standard Mark as per the BIS marking requirements. Manufacturers must obtain the BIS Licence as per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Transition Facilitation Order 2026 for Stainless Steel Butt Hinges
The Government of India has issued the Transition Facilitation (Quality Control) Order, 2026 through S.O. 3417(E) dated 25 June 2026. The Order applies to the BIS Hinges QCO 2025.
Under this Order, eligible companies may be granted specific permission by the Department for Promotion of Industry and Internal Trade (DPIIT), subject to the conditions and risk assessment.
The key provisions include:
Goods covered under the Hinges QCO must conform to the applicable Indian Standards.
The goods may be permitted to use the BIS Standard Mark under a BIS licence as per Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
The BIS licence is available only to a manufacturer for supplying goods who has been granted permission.
The person receiving permission must ensure that the goods comply with the applicable Indian Standards.
BIS may carry out market surveillance, in consultation with DPIIT, to verify continued compliance.
DPIIT may grant permission to a company incorporated under the Companies Act, 2013.
Permission is granted based on the risk assessment conducted by the Implementation Committee constituted under the Order.
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Stainless Steel Butt Hinges covered under this QCO.
Penalties for Non-Compliance with BIS QCO Requirements
Any person who violates the provisions of the Hinges Quality Control Order 2025 shall be liable for action under the provisions of the Bureau of Indian Standards Act, 2016. Non-compliance may include:
Manufacturing or supplying Stainless Steel Butt Hinges without meeting the BIS requirements.
Failure to comply with IS 12817:2020.
Using the BIS Standard Mark (ISI Mark) without a valid BIS licence.
Failure to comply with BIS licence conditions.
Providing incorrect or misleading information to BIS or other concerned authorities.
Key Exemptions
The Hinges (Quality Control) Order, 2025 provides exemptions for certain goods and articles, these include:
1. Products Manufactured Domestically for Export
The Quality Control Order for Stainless Steel Butt Hinges shall not apply to goods or articles manufactured domestically for export.
2. Import for Research and Development
Manufacturers of Stainless Steel Butt Hinges can import up to 200 units per year for research and development purposes.
These goods cannot be sold commercially.
They may be disposed of as scrap after use.
Manufacturers must maintain year-wise records of these goods.
The records must be furnished to Government authorities when required.
3. Import Consignments Shipped Before Implementation
As per S.O. 775(E) dated 12 February 2026, consignments shipped before the 1 July 2025 implementation date are exempt if the Bill of Entry is filed within 180 days after the implementation date.
The importer must submit copies of the Bill of Lading, Bill of Entry and supporting documents to BIS within seven days of clearance.
4.Goods Exempted against Purchase Orders
As per S.O. 776(E) dated 12 February 2026, goods covered by a purchase order placed before 1 July 2025 are exempt, provided the Bill of Lading and Bill of Entry are dated within 180 days from the implementation date.
The importer must submit copies of the Purchase Order, Bill of Lading, Bill of Entry and supporting documents to BIS within seven days of clearance.
