Hinges QCO Implementation

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has notified the Hinges (Quality Control) Order, 2025 on 24th March 2025, replacing the previous QCO issued in July 2024. This regulation mandates that stainless steel butt hinges meet specific quality standards, aimed at enhancing product durability, safety, and adherence to Indian Standards.

If you are involved in the manufacturing, importing, or selling of Stainless steel butt hinges, this order directly affects your business. Issued in consultation with the Bureau of Indian Standards (BIS), this regulation is enacted in the public interest under the BIS Act, 2016.

Key Highlights:

 New Implementation Date:
 The order comes into force on 1st July 2025, giving manufacturers additional time for compliance.

 Scope:
 The QCO applies to Stainless Steel Butt Hinges, which must comply with Indian Standard IS 12817:2020.

 Mandatory BIS Certification:
 Products must bear the Standard Mark under a license from BIS as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

 Exemptions:

 Goods manufactured for export.

 Up to 200 units per year imported for R&D purposes by hinge manufacturers, provided these are not sold commercially and are scrapped after use. Detailed records must be maintained and submitted to the government when requested.

Enforcement Authority:

The Bureau of Indian Standards (BIS) will oversee certification and enforcement.

This move ensures quality control while offering flexibility to manufacturers for smoother compliance and innovation through R&D allowances.

Penalties for Non-Compliance

Non-compliance with the Hinges (Quality Control) Order, 2024, will result in penalties as specified under the BIS Act, 2016. This enforcement mechanism aims to deter non-compliance and safeguard product quality in the marketplace. 

This order represents a significant step in enhancing the quality and safety of stainless-steel butt hinges available to Indian consumers. By mandating adherence to Indian Standards, this regulation promotes consumer protection and industry responsibility.
