Here’s an important update regarding the applicable Indian Standards for all existing licence holders, new applicants, manufacturers, importers, and sellers dealing with Solar Flat Plate Collectors (Part 2 – Components) under the latest Quality Control Order.
Overview – BIS QCO for Solar Thermal Systems (Solar Flat Plate Collector – Part 2 Components)
The Ministry of New and Renewable Energy (MNRE) has introduced the Solar Thermal Systems, Devices and Components (Quality Control) Order, 2024 to ensure consistent quality, safety, and performance of solar products in India.
This order will come into effect after 180 days from its publication in the Official Gazette. It is applicable to Solar Flat Plate Collectors used in Solar Water Heating Systems that are manufactured, imported, or sold in India. However, products meant strictly for export purposes are exempted.
As per the new regulation, Solar Flat Plate Collectors must comply with the Indian Standard IS 12933 (Part 2):2003, which specifies requirements for components of flat plate collectors.
Additionally, manufacturers must obtain the ISI Mark certification from the Bureau of Indian Standards (BIS) under the applicable conformity assessment scheme before selling these products in the Indian market.

Implementation & Compliance

The Bureau of Indian Standards (BIS), in coordination with MNRE, will also carry out market surveillance activities to ensure that all products available in the market meet the prescribed Indian Standards and carry the Standard Mark.

Non-compliance with this order may lead to penalties under the provisions of the Bureau of Indian Standards Act, 2016. All stakeholders are strongly advised to ensure timely compliance to avoid legal complications, penalties, or disruption in business operations.
