Here’s an important update regarding the applicable Indian Standards for all existing licence holders, new applicants, manufacturers, importers, and sellers involved with Solar Flat Plate Collectors (Part 1 – Requirements) under the latest Quality Control Order.
Overview – BIS QCO for Solar Thermal Systems (Solar Flat Plate Collector – Part 1 Requirements)
The Ministry of New and Renewable Energy (MNRE) has issued the Solar Thermal Systems, Devices and Components (Quality Control) Order, 2024 to ensure the quality, reliability, and performance of solar products in India.
This order will come into force 180 days from its publication in the Official Gazette. It applies specifically to Solar Flat Plate Collectors used in Solar Water Heating Systems that are manufactured, imported, or sold within India. However, products exclusively meant for export are not covered under this order.
As per the new regulation, all Solar Flat Plate Collectors must comply with the Indian Standard IS 12933 (Part 1):2003, which defines the essential requirements for these systems.
In addition, manufacturers are required to obtain the ISI Mark certification from the Bureau of Indian Standards (BIS) under the applicable conformity assessment scheme before placing these products in the Indian market.

Implementation & Compliance

The Bureau of Indian Standards (BIS), in coordination with MNRE, will also conduct market surveillance activities to ensure that all products in the market comply with the prescribed standards and carry the Standard Mark.
Important Note
Failure to comply with this Quality Control Order may result in penalties under the provisions of the Bureau of Indian Standards Act, 2016. All stakeholders are strongly advised to take timely action to ensure compliance and avoid any legal issues, penalties, or business disruptions.
