The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade - DPIIT) has taken a significant step toward ensuring quality standards in the power sector with the issuance of the Smart Meters (Quality Control) Order, 2023 on 14th July 2023. This move mandates BIS certification for A.C. Static Direct Connected Watt Hour Smart Meters of Class 1 and Class 2, emphasizing safety, accuracy, and consumer protection.

Key Highlights of the Smart Meters (Quality Control) Order, 2023:
Mandatory BIS Certification
All smart meters classified under A.C. Static Transformer Operated Watt Hour and Var-Hour Smart Meters, Class 0.2S, 0.5S and 1.0S must comply with Indian Standard IS 16444 (Part 2) and must bear the ISI Mark, indicating certification under Scheme-I of the BIS Conformity Assessment Regulations, 2018.
Implementation Timeline
● General Manufacturers: The order comes into force 6 months from the date of notification (i.e., effective from 14th January 2024).
● Small Enterprises (as defined under MSME Act, 2006): Extension granted up to 9 months, making it effective from 14th April 2024.
Export Exemption: Smart meters manufactured solely for export purposes are exempted from this requirement, recognizing the diverse standards and requirements of international markets.
BIS as Certifying & Enforcing Authority: The Bureau of Indian Standards (BIS) will act as the nodal body responsible for issuing the certification and enforcing compliance with the Order.
Legal Consequences for Non-Compliance: Any individual or entity found in violation of this Order will be subject to penalties in accordance with the provisions of the BIS Act, 2016.
