Ring Wrenches (Spanners) QCO Overview

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade – DPIIT), Government of India, has issued the Hand Tools (Quality Control) Order, 2025 through Gazette Notification S.O. 5596(E) dated 4th December 2025. Under this notification, Ring Wrenches (Spanners) covered under IS 2029:1998 have been included under mandatory BIS certification requirements.

As per the notification, manufacturers of Ring Wrenches (Spanners) must ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted as per Scheme-I of BIS (Conformity Assessment) Regulations, 2018.

What is IS 2029:1998?

IS 2029:1998 is the Indian Standard that specifies the quality, dimensions, material requirements, performance, and testing criteria for Ring Wrenches (Spanners) used in industrial, mechanical, automotive, and maintenance applications. The standard ensures that the spanners are durable, dimensionally accurate, reliable, and suitable for professional use.

The Quality Control Order shall be implemented in phases for different categories of enterprises:

Key Requirements for Manufacturers

Manufacturers of Ring Wrenches (Spanners) must comply with the following requirements:

• Obtain BIS Certification under Scheme-I
• Ensure products conform to IS 2029:1998
• Use the Standard Mark (ISI Mark) on certified products
• Conduct testing as per applicable BIS standards
• Maintain quality control and compliance records
• Follow the latest amendments and revisions issued by BIS from time to time

Exemptions Under the Order

The QCO does not apply to:

• Products manufactured exclusively for export
• Up to 200 imported units used for research and development purposes annually, subject to conditions specified in the notification

Certification and Enforcement Authority

The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Ring Wrenches (Spanners) covered under this Quality Control Order.

Penalty for Non-Compliance

Any person or manufacturer violating the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
