Quality Control Order (QCO) Update
The Government of India has issued the Hand Tools (Quality Control) Order, 2025, to ensure the quality, reliability, safety, and standardization of Hand Tools - Ring Wrenches (Spanners) across the country.
Important update regarding Indian Standard applicable to all existing licence holders, new applicants, manufacturers, importers, distributors, and sellers of Ring Wrenches (Spanners).

Existing license holders and new applicants
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade - DPIIT) has issued the Hand Tools (Quality Control) Order, 2025 through Gazette Notification S.O. 5596(E) dated 4th December 2025. This Order supersedes the earlier BIS Hand Tools QCO 2025 and shall come into force on 1st October 2026.
Under the Hand Tools QCO notification, Ring Wrenches (Spanners) must conform to IS 2029:1998. The product must have the BIS Standard Mark (ISI Mark) as per the applicable marking requirements. Manufacturers must obtain a BIS Licence under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Micro enterprises and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, shall comply with the specified Indian Standard from the dates mentioned in the Hand Tools QCO, 2025. The implementation dates are different as per the Enterprise Category -

The main purpose of the Hand Tools Quality Control Order 2025 is to ensure that Ring Wrenches (Spanners) are manufactured with consistent quality and conform to the applicable Indian Standard requirements. The BIS QCO aims to ensure that -
Manufacturers must ensure BIS compliance with the IS 2029:1998 certification requirements.
Manufacturers must obtain a valid BIS Licence for Ring Wrenches (Spanners) before the mandatory requirement becomes applicable to them.
Certified products must bear the BIS Standard Mark (ISI Mark) in accordance with the applicable requirements.
BIS shall act as the certification and enforcement authority.
Non-compliance may attract penalties under the provisions of the Bureau of Indian Standards Act, 2016.
Once the QCO comes into force, manufacturers must comply with the applicable BIS Licence requirements for Ring Wrenches (Spanners) before the relevant implementation date. The products must comply with Indian Standard IS 2029:1998 and must have the ISI Marking under the applicable BIS certification scheme.
Manufacturers seeking BIS certification for Ring Wrenches (Spanners) must ensure that their products comply with the requirements for IS 2029:1998. They should also ensure compliance with BIS requirements for Ring Wrenches (Spanners) before selling the product in India.
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Ring Wrenches (Spanners) covered under this QCO.
Any person who violates the provisions of the Hand Tools (Quality Control) Order, 2025 shall be liable for action under the provisions of the Bureau of Indian Standards Act, 2016.
The Quality Control Order for Hand Tools 2025 provides exemptions for -
Products manufactured domestically for export are exempt from the QCO requirements.
Manufacturers of hand tools can import up to 200 units per year for research and development purposes.
These goods cannot be sold commercially.
They may be disposed of as scrap after use.
Manufacturers must maintain year-wise records of these goods.
The records must be furnished to Government authorities when required.
