BIS Quality Control Order for Resin Treated Compressed Wood Laminates (Compregs) - for Electrical Purposes

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued the Resin Treated Compressed Wood Laminates (Quality Control) Order, 2023, on 12th July 2023 to regulate the quality standards of specified goods. Subsequently, to allow manufacturers additional time for compliance, the Ministry issued the Resin Treated Compressed Wood Laminates (Quality Control) Order, 2024, on 29th February 2024.

1. Short Title and Commencement

1.1. This Order may be called the Resin Treated Compressed Wood Laminates (Quality Control) Order, 2023.

1.2. It shall come into force as follows:

• For Medium and Large Enterprises: 14th January 2025.
• For Small Enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006): 14th April 2025.
• For Micro Enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006): 14th July 2025.

2. Compulsory Use of Standard Mark

2.1. Goods or articles Resin Treated Compressed Wood Laminates (Compregs) – For Electrical Purposes shall conform to the corresponding Indian Standard IS 3513 (Part 1): 1989.

2.2. Such goods shall bear the Standard Mark (ISI Mark) under a license from the Bureau of Indian Standards (BIS), as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

2.3. Exceptions:

• This Order does not apply to goods or articles manufactured domestically for export purposes.

3. Certification and Enforcement Authority

The Bureau of Indian Standards (BIS) shall be the certifying and enforcing authority for the goods or articles Resin Treated Compressed Wood Laminates (Compregs) – For Electrical Purposes.

4. Penalty for Contravention

Any person who contravenes the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016 (11 of 2016).
