On February 26, 2024, the Ministry of Chemicals and Fertilizers through the Department of Chemicals and Petrochemicals issued the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024, which was later amended on August 23, 2024. This order mandates compliance with quality standards for PVC Homopolymers manufactured, imported, or sold in India to enhance product safety, quality, and conformity with Indian standards.

1. Title and Implementation Date
Officially titled the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024, the regulation will take effect on December 24, 2024.
• This order applies to goods classified as PVC Homopolymers and excludes products intended solely for export.
2. Mandatory BIS Certification
The central requirement of this order is the mandatory use of the BIS Standard Mark (ISI Mark) for PVC Homopolymers. Products must comply with Indian Standard IS 17658:2021 and display the ISI certification.
• Manufacturers must obtain a BIS license to use the ISI Mark, ensuring that PVC Homopolymers meet the essential safety and quality criteria.
• The certification requirement is exclusive to products for the domestic market; goods produced for export are exempt from this order.
3. BIS as the Certifying Authority
The Bureau of Indian Standards (BIS) is the designated certifying and enforcement authority under this order. BIS will ensure that only certified PVC Homopolymers meeting the designated Indian standards are distributed in the domestic market, thereby protecting consumers and promoting product integrity.
4. Penalties for Non-Compliance
Any individual or entity found in violation of the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024 will be subject to penalties as prescribed under the Bureau of Indian Standards Act, 2016.
