OVERVIEW
The Ministry of Chemicals and Fertilizers issued Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024 applies to Poly Vinyl Chloride (PVC) Homopolymers ensuring strict quality and safety standards as per Indian Standard IS 17658:2021.

Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Amendment Order, 2025

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has notified the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Amendment Order, 2025 on 20th June 2025, extending the compliance deadline set in the original 2024 Order.

New Implementation Date:

The revised enforcement date for the QCO is now 24 December 2025.

Key Highlights of the QCO:

● Product Covered:
 Poly Vinyl Chloride (PVC) Homopolymers

● Standard Compliance:
 Must conform to IS 17658:2021 and bear the BIS Standard Mark under a valid license as per Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.

● Applicability:
 Applies to domestically sold goods; exports are exempt.

● Certification & Enforcement:
 The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority.

● Penalty for Non-compliance:
 Violations will be subject to action under the provisions of the BIS Act, 2016.

This amendment provides PVC manufacturers with additional time to achieve BIS compliance, while reaffirming the government's commitment to maintaining quality standards in industrial raw materials.
