BIS Quality Control Order for Hand Tools - Pipe Wrenches – Heavy Duty

Important update regarding Indian Standard applicable to all existing licence holders, new applicants, manufacturers, importers, distributors, and sellers of Pipe Wrenches – Heavy Duty.
Pipe Wrenches – Heavy Duty QCO Overview
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade – DPIIT), Government of India, has issued the Hand Tools (Quality Control) Order, 2025 through Gazette Notification S.O. 5596(E) dated 4th December 2025. Under this notification, Pipe Wrenches – Heavy Duty covered under IS 4003 (Part 2):1986 have been included under mandatory BIS certification requirements.
As per the notification, manufacturers of Pipe Wrenches – Heavy Duty must ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted as per Scheme-I of BIS Conformity Assessment Regulations, 2018.
Implementation Dates Under QCO
The Quality Control Order shall be implemented in phases for different categories of enterprises:

| General Manufacturers | 1st October 2026 |
| Small Enterprises | 1st January 2027 |
| Micro Enterprises | 1st April 2027 |
Mandatory BIS Certification Requirement
Under this QCO, Pipe Wrenches – Heavy Duty cannot be manufactured, imported, sold, distributed, or stored for sale in India without BIS certification and ISI Marking after the applicable implementation date.
Manufacturers are required to:
- Obtain BIS licence under Scheme-I
- Ensure product testing from BIS-recognized laboratories
- Comply with IS 4003 (Part 2):1986 requirements
- Use Standard Mark (ISI Mark) on compliant products
- Maintain quality control and production consistency
Exemption Under the Order
The QCO does not apply to:
- Products manufactured domestically for export purposes
- Up to 200 imported units per year used only for research and development purposes by hand tool manufacturers, provided such goods are not sold commercially and proper records are maintained
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall be the certifying and enforcement authority for Pipe Wrenches – Heavy Duty covered under this Order.
Penalty for Non-Compliance
Any person or manufacturer violating the provisions of this Quality Control Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
