BIS Quality Control Order for Personal protective equipment – Part 3 Protective Footwear

In the interest of public safety and product quality, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) issued the Personal Protective Equipment – Footwear (Quality Control) Order, 2020 on 27th October 2020. To further streamline implementation, the government issued the second amendment through the Personal Protective Equipment – Footwear (Quality Control) Amendment Order, 2021, on June 30, 2021, extending the effective date of enforcement to January 1, 2022.

What Does the Order Mandate?

The amendment mandates that Personal protective equipment – Part 3 Protective Footwear must conform to the Indian Standard IS 15298 (Part 3): 2016 and must carry the ISI mark under a valid license from the Bureau of Indian Standards (BIS).

This ensures that only certified, quality-assured safety footwear enters the Indian market, enhancing workplace safety, especially in industries involving heavy machinery, construction, chemicals, and electrical hazards.

Certification is issued under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

Effective Date: Amended and enforced from 1st January 2022

Exemptions: The order does not apply to goods meant solely for export.

Certification & Enforcement Authority: The Bureau of Indian Standards (BIS) is the designated authority for both certification and enforcement of this order.
