Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Performance Requirements and Methods of Tests for Wheels or Rims for Trucks and Buses.

BIS QCO for Performance Requirements and Methods of Tests for Wheels or Rims for Trucks and Buses

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has taken a major step to standardize the quality of automotive components in India. Initially notified through the Automobile Wheel Rim Component (Quality Control) Order, 2020, dated 21st September 2020, the ministry has now issued the Automobile Wheel Rim Component (Quality Control) Amendment Order-II, 2023, on 19th December 2023.

This amendment makes BIS certification mandatory for Performance Requirements and Methods of Tests for Wheels or Rims for Trucks and Buses, as per the Indian Standard IS IS 9438.

Scope of the Amendment

The order applies to:

Performance Requirements and Methods of Tests for Wheels or Rims for Trucks and Buses

Manufacturers must now ensure these products comply with IS IS 9438 and bear the ISI mark, under a valid license from the Bureau of Indian Standards (BIS).

Implementation Timeline: The amendment came into force on 22nd December 2023 or on the date of publication in the Official Gazette, whichever was later.

Exemptions from the Order

The following categories are exempted from mandatory certification:

  1. Wheel rims intended for export
  2. Up to five wheel rims per vehicle under Rule 126A of the Central Motor Vehicles Rules, 1989 (if fewer than 250 vehicles of a model are sold in any 6 months)
  3. Import of up to 5,000 4-wheeler rims per year (1,250 vehicles) for repairs/after-sales service
  4. Import of up to 10,000 4-wheeler rims per year (2,500 vehicles) for R&D purposes
  5. Import of up to 50,000 4-wheeler rims per year (10,000 vehicles) for in-country manufacturing
  6. Import of up to 24,000 2-wheeler rims per year (12,000 vehicles) for repairs/after-sales service
  7. Import of up to 10,000 2-wheeler rims per year (5,000 vehicles) for R&D purposes
  8. Import of up to 70,000 2-wheeler rims per year (35,000 vehicles) for local manufacturing, limited to 25,000 units per rim type

BIS Certification and Enforcement

 All applicable products must carry the ISI mark, ensuring compliance with IS  9438.

Certification is granted under Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

 The Bureau of Indian Standards is designated as the certifying and enforcing authority.

Penalty for Non-Compliance: Any violation of the order will attract penalties as per the provisions of the Bureau of Indian Standards Act, 2016.
