BIS QCO For Needle Rollers for Rolling Bearings
The Ministry of Commerce and Industry, in consultation with the Bureau of Indian Standards (BIS), has issued a draft Quality Control Order for Bearing Components and Accessories.
This order is being introduced under the authority of the Bureau of Indian Standards Act, 2016 and aims to regulate the production, import, and sale of specific bearing components to ensure they meet quality benchmarks.
The Bearing Components and Accessories (Quality Control) Order, 2025 mandates that the product “Needle Rollers for Rolling Bearings ” must comply with the Indian Standard: IS 4217: 2020 .
These products must bear the Standard Mark issued under a valid BIS license, following the procedures defined in Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Implementation Timeline
The implementation of this order will be rolled out in phases, depending on the scale of the enterprise:
- Large & Medium Enterprises: Within 6 months from the date of publication in the Official Gazette.
- Small Enterprises: Within 9 months from the date of publication.
- Micro Enterprises: Within 12 months from the date of publication.
Exemptions
To support innovation and international trade, the order provides the following exemptions:
- Goods Manufactured for Export: Products manufactured domestically for export purposes are exempt from this order.
- Imports for R&D: Up to 200 units per year of the specified goods may be imported for research and development purposes by manufacturers. These must not be sold commercially and must be disposed of as scrap after use. Manufacturers are required to maintain year-wise records and produce them if requested by the Central Government.
Implementation Authority
The Bureau of Indian Standards (BIS) will serve as the certification and enforcement authority to ensure compliance with the quality control order. Any individual or entity found in contravention of this order will face penalties under the provisions of the Bureau of Indian Standards Act, 2016.
