Important update regarding Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers for Mini domestic water heater for use with piped natural gas (PNG) from the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade).

OVERVIEW
The Ministry of Commerce and Industry has issued Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2023. This QCO mandates the manufacturers and suppliers of Mini Domestic Water Heater for use with Piped Natural Gas (PNG) must adhere BIS licence for their products.

The Ministry of Commerce and Industry issued the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025, on January 16, 2025. This new order supersedes the previous 2023 order, except for actions already taken under it. It extends the implementation timelines while maintaining compliance requirements. 

Key Provisions of the 2025 Order:

Implementation Dates: 

  • Medium and Large Enterprises: March 1, 2025 
  • Small Enterprises: June 1, 2025
  • Micro Enterprises: September 1, 2025

Mandatory BIS Certification: 

Mini Domestic Water Heater For Use With Piped Natural Gas (PNG)s must conform to IS 17150: 2019 and bear the BIS Standard Mark under Scheme-1 of the BIS (Conformity Assessment) Regulations, 2018.

Exemptions apply to products manufactured exclusively for export. 

Special Exemption for R&D Imports: Manufacturers can import up to 200 units annually for research and development purposes. These units cannot be sold commercially and must be disposed of as scrap. Records must be maintained and reported to the Central Government.

Enforcement & Penalties:

The Bureau of Indian Standards (BIS) is the certifying and enforcing authority.

Any violations will be punishable under the BIS Act, 2016. 

This revised order ensures a phased implementation for different enterprise categories while maintaining quality control and consumer safety standards.
