Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Lighters- Safety Specifications

BIS QCO for Lighters- Safety Specifications

To ensure product safety and compliance with international standards, the Ministry of Commerce and Industry (DPIIT) issued the Flame-Producing Lighters (Quality Control) Amendment Order, 2024 on 20th September 2024. This amendment mandates that lighters must conform to Indian Standard IS/ISO 9994:2018 and bear the ISI Mark under a license from the Bureau of Indian Standards (BIS). This move reinforces the government’s commitment to public safety, product quality, and standardization across industries.

Key Highlights of the Quality Control Order

 Product Covered: Lighters (used for personal and household purposes)

Applicable Standard: Must comply with IS/ISO 9994:2018, which specifies safety requirements for lighters

   ●Certification Requirement: Products must bear the Standard Mark (ISI Mark) under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018

Implementation Schedule

    ● Medium and Large Enterprises: From 20th March 2025 (6 months from the date of notification)

    ● Small Enterprises (as per MSMED Act, 2006): From 20th June 2025 (9 months from notification)

    ● Micro Enterprises: From 20th September 2025 (12 months from notification)

Exemptions to the Order

The order does not apply to the following:

  1. Goods meant for export
  2. Very Small Enterprises, if:

        ○ Registered on the Udyam Portal

        ○ Investment in plant/machinery ≤ ₹25 lakhs

        ○ Turnover ≤ ₹2 crores in the previous financial year (certified by a Chartered Accountant)

  1. Declared stock manufactured or imported before enforcement date, if:

        ○ Manufacturer is already BIS certified or has applied for certification

        ○ The declaration is made to BIS with a CA certification

        ○ Sale of such stock is allowed up to 6 months post-enforcement

Certifying & Enforcing Authority: The Bureau of Indian Standards (BIS) is designated as the certifying and enforcing authority for lighters under this Quality Control Order.

Penalty for Non-Compliance: Violation of any provision under this Order is punishable under the BIS Act, 2016.
