Existing license holders and new applicants
The Ministry of Textiles issued the Jute Bags (Quality Control) Order, 2022 on June 6, 2022, in exercise of the powers conferred under Sections 16(1) & (2), 17, and 25(3) of the Bureau of Indian Standards (BIS) Act, 2016 (11 of 2016). After consulting the Bureau of Indian Standards (BIS), the Central Government has deemed it necessary in the public interest to implement this order, as detailed below:
1. Short Title, Commencement, and Scope
2. Mandatory Use of Standard Mark
All Jute bags for packing 50 Kg foodgrains must comply with Indian Standard IS 12650:2018 and bear the Standard Mark under a license issued by the Bureau of Indian Standards (BIS) in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

4. Penalty for Non-Compliance
Any person found contravening the provisions of this order shall be liable for penalties under the Bureau of Indian Standards Act, 2016.
