Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Household, Commercial, and Similar Electrical Appliances.

BIS QCO for Household, Commercial, and Similar Electrical Appliances

On 19th May 2025, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) issued a new notification called the “Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025.”

This new order replaces the previous 2024 version and brings updated rules for electrical appliances used in homes and commercial spaces. Let’s break down what this means in simple terms. This new order ensures that all electrical appliances meant for household, commercial, or similar use must meet strict safety standards. These appliances must carry the ISI mark from the Bureau of Indian Standards (BIS), showing that they are tested and certified.

When Does It Come into Effect?

 For Medium and Large Enterprises: From 19th March 2026

 For Small Enterprises: From 19th June 2026

 For Micro Enterprises: From 19th September 2026

This phased approach gives smaller businesses more time to comply.

What Products Are Covered?

This order applies to all electrical appliances used in household and commercial settings, as long as they operate at:

 Up to 250V for single-phase appliances

 Up to 480V for all other appliances (including DC and battery-operated ones)

However, it does not apply to products already covered under other quality control orders or different laws.

Mandatory BIS Certification

All covered appliances must:

 Follow the Indian Standard IS 302 (Part 1): 2024 / IEC 60335-1:2020

 Carry the ISI Mark

 Be certified under Scheme-1 of the BIS Conformity Assessment Regulations, 2018

Without this certification, manufacturers and sellers cannot sell, display, or offer these products in the Indian market.

What Are the Exceptions?

The order has several exceptions to allow flexibility:

  1. Export Products: If you're manufacturing appliances only for export, this order doesn't apply.

  2. R&D Imports: Up to 200 units per year can be imported by manufacturers for research and development purposes, but they:

 Cannot be sold

 Must be scrapped after use

 Must be recorded and reported to the government when asked

  1. Existing Stocks: Appliances manufactured or imported before the rule kicks in can still be sold for up to 6 months after the implementation date, but:

 Manufacturers must declare these stocks to BIS

 They must already be certified or have applied for certification

This order is aimed at protecting consumers by ensuring only safe, high-quality appliances are sold in India. It also helps:

 Standardize appliance safety

 Build trust in Indian-manufactured products

 Promote fair competition among businesses
