Household, Commercial and Similar Electrical Appliances QCO Overview
The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, has notified the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026.
Under this notification, a wide range of household, commercial, and similar electrical appliances covered under IS 302 (Part 1): 2024 / IEC 60335-1:2020 have been brought under mandatory BIS certification requirements.
As per the Order, manufacturers shall ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
What is IS 302 (Part 1): 2024?
IS 302 (Part 1): 2024 is the Indian Standard for Household and Similar Electrical Appliances – Safety – Part 1: General Requirements. The standard is aligned with IEC 60335-1:2020 and specifies general safety requirements applicable to electrical appliances used in household, commercial, and similar environments.
The standard covers requirements related to electrical safety, insulation, temperature rise, mechanical strength, protection against electric shock, fire hazards, abnormal operation, construction, marking, testing, and overall product safety.
Compliance with this standard helps ensure that electrical appliances are safe for consumers and suitable for their intended use.
Products Covered Under the QCO
The Quality Control Order applies to electrical appliances intended for household, commercial, or similar applications with a rated voltage not exceeding 250V for single-phase appliances and 480V for other appliances, including direct-current supplied and battery-operated products. - Dishwashers
- Floor Cleaning Machines
- Commercial Electric Cooking Equipment
- Commercial Dishwashing Machines
- Air Cleaning Appliances
- Humidifiers
- Vaporizers
- Whirlpool Baths and Spas
- Fabric Steamers
- Outdoor Barbecues
- Personal Care Appliances
- Battery Operated Appliances
- Air Purifiers and many other electrical appliances covered under the Order.
Implementation Dates Under QCO
The Quality Control Order will come into force from the following dates:
Key Requirements Under the QCO
- Products must comply with the requirements specified under IS 302 (Part 1): 2024.
- Manufacturers must obtain BIS certification before selling products in the Indian market.
- Certified products must bear the ISI Mark.
- BIS will act as the certification and enforcement authority for these products.
- Non-compliance may result in penalties under the provisions of the BIS Act, 2016.
Exemptions Under the Order
The QCO does not apply to:
- Products manufactured domestically for export purposes.
- Products already covered under another Quality Control Order.
- Products already notified for mandatory BIS certification under any other law.
- Up to 200 units imported annually for research and development purposes, subject to specified conditions.
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Household, Commercial and Similar Electrical Appliances covered under this Quality Control Order.
Penalty for Non-Compliance
Any person or manufacturer violating the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
