Here’s an important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Textiles—High-Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023 and its Second Amendment Order, 2025.

About the Amendment

The Ministry of Chemicals and Fertilizers has issued the (Quality Control) Second Amendment Order, 2025 under the Bureau of Indian Standards (BIS) Act, 2016.
This Order will come into effect from 6th January 2026.

The amendment applies to Textiles—HDPE/PP Woven Sacks used for Packaging of 50 kg Cement, as defined under Indian Standard IS 11652:2017 — Textiles—High-Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement — Specification.

Key Points

From the date of implementation, every manufacturer, importer, and seller of this product must:

  • Follow the Indian Standard IS 11652:2017 for product quality and specifications.

  • Carry the Standard Mark (ISI Mark) under a valid BIS license issued as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.

  • Ensure that only BIS-certified manufacturers are permitted to sell or distribute these products in the Indian market.

Products that are meant solely for export are exempt from this requirement, provided they meet the quality standards specified by the importing country.

Enforcement and Compliance

The Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority for this Order.
Non-compliance with this Quality Control Order will lead to penalties as per Section 29 of the BIS Act, 2016.

Any future revisions or amendments made by BIS to the relevant Indian Standard will automatically apply to this Order from the date of their publication.
