This is an important update regarding the Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers for Furniture (Tables and Desks) under the Furniture (Tables and Desks) (Quality Control) Order, 2025.
Overview of the BIS QCO for Furniture (Tables and Desks)
The Ministry of Commerce and Industry has introduced the Furniture (Quality Control) Amendment Order, 2026, which comes into effect from 2nd March, 2026.
As per this order, all furniture products categorized under tables and desks must comply with Indian Standard IS 17633:2022 and carry the Standard Mark. To meet this requirement, manufacturers must obtain certification from the Bureau of Indian Standards under Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
Key Exemptions
While the order applies broadly, certain exemptions have been provided:
- Export Products: Furniture manufactured in India exclusively for export is not covered under this order.
- Micro and Small Enterprises (MSEs):
Businesses classified under the MSME Development Act, 2006 are granted an exemption for 18 months from the date of implementation. - Small Udyam-Registered Enterprises:
Enterprises registered on the Udyam Portal with:- Investment up to ₹25 lakh
- Turnover up to ₹2 crore
(as certified by a Chartered Accountant) are also exempt.
Special Provisions
- Imports for R&D:Manufacturers certified by BIS (or those who have applied) can import up to 200 units per financial year for research and development. These products must not be sold and should be disposed of as scrap, with proper records maintained.
- Existing Stock Clearance:Manufacturers can sell or display stock produced or imported before the implementation date for up to 12 months, provided a self-declaration is submitted to BIS.
- Imports for Export Manufacturing:Non-BIS marked goods imported for manufacturing export furniture are allowed, subject to a formal declaration and strict usage conditions. These goods cannot be sold in the domestic market.
- Goods in Transit:Imports shipped before the implementation date and cleared within 180 days are exempt.
- Pre-Order Imports:Goods ordered before implementation are also exempt if documentation (purchase order, bill of lading, and bill of entry) is submitted within the specified timeframe.
