Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Floor Springs (Hydraulically Regulated) for Heavy Doors.

BIS QCO for Floor Springs (Hydraulically Regulated) for Heavy Doors

On October 23, 2023, the Ministry of Commerce and Industry issued the Door Fittings (Quality Control) Order, 2023. This regulation sets quality standards for specific door fittings to ensure improved safety and reliability. It was created in consultation with the Bureau of Indian Standards (BIS) under the authority of the Bureau of Indian Standards Act, 2016, to align with the public interest. 

Key Provisions of the Door Fittings (Quality Control) Order, 2023 

1. Title and Implementation Date 

This regulation is officially named the Door Fittings (Quality Control) Order, 2023.

·    Medium and Large Enterprises: It will take effect six months from the date of publication in the Official Gazette, meaning it will become enforceable on April 23, 2024.

·     Micro Enterprises: Compliance will be mandatory twelve months from publication, starting October 23, 2024.

·     Small Enterprises: Compliance will be mandatory nine months from publication, starting July 23, 2024. 

2. Mandatory BIS Certification 

·  The Order specifically targets Floor Springs (Hydraulically Regulated) for Heavy Doors, which must adhere to Indian Standard IS 6315:1992.

·    These products are required to bear the BIS Standard Mark under a valid license, following Scheme-1 of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

·     The regulation does not apply to products that are manufactured domestically exclusively for export. 

3. Certification and Enforcement Authority 

The Bureau of Indian Standards (BIS) is the designated authority responsible for certifying and enforcing this order, ensuring that only compliant door closers are distributed in the Indian market. 

4. Penalties for Non-Compliance 

Violations of this order will result in penalties according to the provisions of the Bureau of Indian Standards Act, 2016, reinforcing the importance of maintaining high standards for door fittings. 

This order underscores the government's dedication to improving the quality of essential hardware products, promoting consumer safety, and ensuring that only certified Floor Springs (Hydraulically Regulated) for Heavy Doors meet the market requirements.
