Dear Reader, Here is an important update for all existing BIS licence holders, new applicants, manufacturers, importers, and product sellers regarding the Ethylene Dichloride (Quality Control) Amendment Order, 2025.

BIS QCO for Ethylene Dichloride – Updated Requirements
The Government of India has issued the Second Amendment Order 2024, which updates the Quality Control requirements for Ethylene Dichloride under the BIS Act, 2016.
Under this amended Order, all goods or articles of Ethylene Dichloride must now strictly comply with Indian Standard IS 869:2020.
From the date of implementation, every manufacturer or importer must ensure that their product:
- Carries the Standard Mark (ISI Mark)
This mark can only be used after obtaining a valid BIS license under Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018. - Meets all testing and quality requirements as specified in IS 869:2020.
Products made exclusively for export are exempt from this requirement, provided they follow the specifications demanded by foreign buyers.
The Bureau of Indian Standards (BIS) will act as the certifying as well as enforcing authority for this Order.
Important Notes
- Any individual or company that violates this Order will face penalties as per the BIS Act, 2016.
- All manufacturers, importers, and sellers must ensure full compliance before the implementation date to avoid penalties or disruption of business operations.
