Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electric Fence Energizers.
Electric Fence Energizers QCO Overview
The Ministry of Commerce and Industry has issued the Electric Fence Energizers (Quality Control) Order, 2024. It shall come into force from the date it is published in the Official Gazette.
Electric Fence Energizers must meet the IS 302-2-76:1999 standard requirements. The product must have the BIS Standard Mark as per the marking requirements. Manufacturers must obtain the BIS Licence for Electric Fence Energizers in accordance with Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
For General Enterprises, this rule will be effective six months from the publication date.
For Small Enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, this rule is applicable nine months from the date of publication. However, Micro Enterprises will have 12 months from the date of publication to meet the standard requirement.

Purpose of the QCO
The main objective of the Electric Fence Energizers (Quality Control) Order, 2024 is to ensure that electric fence energizers meet the required quality and safety standards before they are sold in the Indian market. The QCO has been introduced to -
- Ensure compliance with the required Indian Standards.
- Make the Standard Mark mandatory for covered products.
- Improve the quality and safety of electric fence energizers.
- Prevent the sale of substandard products.
- Ensure that manufacturers follow standardized safety requirements.
Mandatory BIS Certification Requirement
Under this Order, electric fence energizers must comply with the applicable Indian Standard IS 302-2-76:1999 and carry the Standard Mark.
Manufacturers must obtain a BIS licence under Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 to use the Standard Mark.
Exemption Under This Order
This order is not applicable to electric fence energizers manufactured domestically for export.
The Bureau of Indian Standards will be responsible for certifying and enforcing the requirements for these products. Anyone who does not follow this order may face penalties under the Bureau of Indian Standards Act, 2016.
