Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electric Fence Energizers.
On November 14, 2024, the Ministry of Commerce and Industry, through its Department for Promotion of Industry and Internal Trade (DPIIT), issued theElectric Fence Energizers (Quality Control) Order, 2024. This regulation aims to ensure high-quality standards for Electric Fence Energizers, enhancing the safety and reliability of these devices used in agricultural and security applications. Developed in consultation with the Bureau of Indian Standards (BIS), the Order is consistent with the provisions of the BIS Act, 2016, prioritizing public safety and product dependability.
Key Provisions of the Electric Fence Energizers (Quality Control) Order, 2024
- Title and Implementation Timeline
This regulation is officially called theElectric Fence Energizers (Quality Control) Order, 2024, with the following timelines for mandatory compliance:
·The Order takes effect from the date of its publication, with compliance required byMay 14, 2025, forMedium and Large Enterprises.
·Small Enterprisesmust comply byAugust 14, 2025.
·Micro Enterprisesare required to meet the standards byNovember 14, 2025.
- Conformity to Standards and Use of the BIS Standard Mark
Under this Order, allElectric Fence Energizersmust adhere to the specifications set out inIndian Standard IS 302-2-76:1999and display theBIS Standard Mark (ISI Mark)to confirm compliance:
·Manufacturers are required to obtain a valid license from theBureau of Indian Standards (BIS)to use the ISI Mark, certifying that their products meet the specified standards.
·This regulation applies to products intended for domestic use. However, goods manufactured specifically for export are exempt.
- BIS as the Certification Authority
TheBureau of Indian Standards (BIS)is designated as the certifying and enforcement authority for this Order. It is responsible for ensuring that only compliant Electric Fence Energizers, bearing the BIS Standard Mark, are available on the Indian market.
- Penalties for Non-Compliance
Any person found in violation of the Electric Fence Energizers (Quality Control) Order, 2024, will face penalties as stipulated in the Bureau of Indian Standards Act, 2016. These penalties aim to enforce adherence to quality and safety standards, deterring non-compliance.
This regulation marks a significant advancement in promoting the safety and efficiency of Electric Fence Energizers used across various sectors in India. The implementation of consistent standards through this Order is set to benefit consumers and encourage manufacturers to maintain high-quality standards in production.
