BIS Quality Control Order for Electric Cable for Photovoltic Systems for rated voltage 1500V DC

On 24th August 2023, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) issued the Solar DC Cable and Fire Survival Cable (Quality Control) Order, 2023 under the provisions of the Bureau of Indian Standards Act, 2016 (11 of 2016). The Order mandates compliance with Indian Standard IS 17293:2020 for Solar DC Cable and Fire Survival Cable products, aiming to ensure quality and safety for end-users while promoting standardization. 

Key Provisions of the Order

1. Short Title and Commencement
• This Order is officially titled the Solar DC Cable and Fire Survival Cable (Quality Control) Order, 2023.
• It shall come into force six months from the date of its publication in the Official Gazette (24th February 2024).
• For enterprises classified under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), the compliance deadlines are as follows:
• Micro Enterprises: Twelve months from the date of publication.
• Small Enterprises: Nine months from the date of publication. 

2. Compulsory Use of Standard Mark
• The goods or articles specified as Electric Cable for Photovoltic Systems for rated voltage 1500V DC must conform to IS 17293:2020.
• These products are required to bear the Standard Mark under a license issued by the Bureau of Indian Standards (BIS), as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
• Products manufactured solely for export purposes are exempt from this Order. 

3. Certification and Enforcement Authority
• The Bureau of Indian Standards is designated as the certifying and enforcing authority for the specified goods or articles. BIS is tasked with ensuring compliance and taking necessary action against violations. 

4. Penalty for Contravention
• Any person who fails to comply with the provisions of this Order shall be penalized as per the provisions of the Bureau of Indian Standards Act, 2016.
