Here’s an important update for all existing BIS license holders, new applicants, manufacturers, importers, and product sellers regarding the Cross Recessed Screws (Drywall Screws – Specification) (Quality Control) Order, 2024.

Overview
The Ministry of Commerce and Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025.
This Order will officially come into force on 1st November 2025, i.e., six months after its publication in the Official Gazette.
As per this Order, all Cross Recessed Screws must comply with the Indian Standard IS 18507:2024 (Drywall Screws – Specification).
From the implementation date, every such product must:
✅ Bear the Standard Mark (ISI Mark) under a valid BIS licence.
✅ Be certified as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.
Exemptions
This Order does not apply to:
Products manufactured exclusively for export.
Goods imported as part of finished products, sub-assemblies, or components.
Goods imported by domestic manufacturers for making export products.
Implementation Schedule
General Implementation: 1st November 2025
Small Enterprises: 1st February 2026
Micro Enterprises: 1st May 2026
Additional Exemptions for Micro and Small Enterprises
Micro and Small Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, may be exempted if they:
Are registered on the Udyam Portal of the Ministry of MSME.
Have an investment in plant and machinery not exceeding ₹25 lakh.
Have an annual turnover not exceeding ₹2 crore, certified by a Chartered Accountant.
Research & Development (R&D) Exemption
Manufacturers (OEMs) may import up to 200 kilograms per year of Cross Recessed Screws for R&D purposes without BIS certification, provided that:
These goods are not sold commercially and are disposed of only as scrap.
OEMs must maintain proper annual records and provide them to authorities upon request on official letterhead signed by an authorized representative.
Implementation and Enforcement
The Bureau of Indian Standards (BIS) will act as the certifying and enforcement authority for this Order.
Any violation of this Order will attract penalties under the BIS Act, 2016.
