Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Double-acting Spring Hinges.

BIS QCO for Double-acting Spring Hinges

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has been actively working to ensure product quality and consumer safety across industries. As part of this effort, the Hinges (Quality Control) Order, 2023, was originally issued on December 8, 2023. This was followed by a revised version—the Hinges (Quality Control) Order, 2024, released on July 26, 2024.

In the most recent update, the Ministry issued the Hinges (Quality Control) Order, 2025, on March 21, 2025, which supersedes earlier orders and modifies the implementation timeline.

Mandatory BIS Certification for Double-acting spring hinges

Under this Quality Control Order (QCO), Double-acting spring hinges must comply with the Indian Standard IS 453:1993. This standard outlines comprehensive requirements related to materials, construction, finish, and performance, ensuring that only high-quality, safe, and reliable products enter the Indian market.

Key Highlights of the Hinges QCO

 Mandatory Compliance:
All  Double-acting spring hinges must conform to IS 453:1993 under the purview of this QCO.

 BIS Certification under Scheme-I:
Manufacturers are required to obtain a BIS license under Scheme I of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Only after certification can they display the Standard Mark (ISI Mark) on their products.

 Quality Assurance:
The standard ensures that all certified hinges meet stringent benchmarks related to durability, functionality, and safety.

 Implementation Date:
The QCO will be effective from July 1, 2025, uniformly for micro, small, and large enterprises.

 Exemptions for R&D Imports:
Manufacturers may import up to 200 units per year for research and development purposes without BIS certification, provided that:

 These products are not sold commercially.

 They are disposed of as scrap after use.

 The manufacturer maintains year-wise records on company letterhead, duly signed by an authorized signatory, and submits them to the Central Government.

 Consequences of Non-Compliance:
Non-compliance with the order may lead to penalties under the Bureau of Indian Standards Act, 2016, which may include fines, product recalls, or legal action.

Conclusion

The Hinges (Quality Control) Order, 2025, marks a significant move toward strengthening quality standards in the hardware industry. With the BIS certification becoming mandatory, manufacturers must align with the new norms to ensure market access and consumer trust. Early compliance will not only avoid regulatory hurdles but also demonstrate a commitment to quality and safety.
