Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Cross Recessed Tapping Screws Part 2 Countersunk Flat Head.

BIS QCO for Cross Recessed Screws (Cross Recessed Tapping Screws Part 2 Countersunk Flat Head)

Overview:
The Ministry of Commerce and Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025. This Order will come into effect from 1st November 2025, six months after its publication in the Official Gazette.

All Cross Recessed Screws (Part 2 Countersunk Flat Head) must now comply with Indian Standard IS 18480 (Part 2):2023 / ISO 7050:2011. Every product should:

  • Carry the Standard Mark (ISI Mark) under a valid BIS license, as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.

Exemptions:
This Order does not apply to:

  • Products manufactured domestically for export.

  • Imported products that are part of finished goods, sub-assemblies, or components.

  • Imported goods used by domestic manufacturers for export products.

Special Dates for Small & Micro Enterprises:

  • General Implementation: 1st November 2025

  • Small Enterprises: 1st February 2026

  • Micro Enterprises: 1st May 2026

Additional Exemptions for Micro & Small Enterprises:
Micro and small enterprises registered on the Udyam portal and meeting the following criteria are partially exempt:

  • Plant & machinery investment ≤ ₹25 lakh

  • Annual turnover ≤ ₹2 crore (as certified by a Chartered Accountant)

Research & Development Exemption:
Manufacturers (OEMs) can import up to 200 kg annually of Cross Recessed Screws for R&D purposes. These goods:

  • Must not be sold commercially and can only be scrapped.

  • Annual records of these imports must be maintained and shared with government authorities upon request.

Compliance & Enforcement:
The Bureau of Indian Standards (BIS) is the certifying and enforcing authority.
Non-compliance with this Order will attract penalties under the BIS Act, 2016.
