Here’s an important update for all existing license holders, new applicants, manufacturers, importers, and sellers of Cross Recessed Screws (Part 1 Pan Head).

BIS QCO for Cross Recessed Screws (Cross Recessed Tapping Screws: Part 1 Pan Head)

The Ministry of Commerce & Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025, effective from 1st November 2025.

Under this order, all Cross Recessed Screws must:

  • Comply with Indian Standard IS 18480 (Part 1):2023 / ISO 7049:2011.

  • Carry the BIS Standard Mark (ISI Mark) under a valid license according to Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018.

Exemptions:
This order does not apply to:

  • Screws manufactured in India for export only.

  • Screws imported as part of finished products, sub-assemblies, or components.

  • Screws imported by domestic manufacturers for export products.

Special Timelines for Micro and Small Enterprises:

  • Small Enterprises: compliance required by 1st February 2026.

  • Micro Enterprises: compliance required by 1st May 2026.

Additional Exemptions for Micro & Small Enterprises:
Enterprises meeting all of the following are exempted from immediate implementation:

  • Registered on the Udyam portal.

  • Investment in plant & machinery ≤ ₹25 lakh.

  • Annual turnover ≤ ₹2 crore (CA certified).

Research & Development Exemption:
Manufacturers (OEMs) can import up to 200 kg annually for R&D purposes.

  • Items cannot be sold commercially; only scrap disposal is allowed.

  • OEMs must maintain records annually and share them with government authorities if requested.

Authority & Enforcement:
The Bureau of Indian Standards (BIS) will certify and enforce this order.
Non-compliance may attract penalties under the BIS Act, 2016.
