This is an important update for all existing license holders, new applicants, manufacturers, importers, and sellers of Cross Recessed Screws (Cross Recessed Tapping Screw Part 3 Raised Countersunk Oval Head) regarding the Quality Control (QCO) Order, 2024.

BIS QCO for Cross Recessed Screws

The Ministry of Commerce and Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025, which will come into effect on 1st November 2025.

All Cross Recessed Screws under this category must follow the Indian Standard IS 18480 (Part 3):2023 / ISO 7051:2011. Products must carry the Standard Mark (ISI Mark) under a valid BIS license in accordance with Scheme–I of Schedule–II of BIS (Conformity Assessment) Regulations, 2018.

Exemptions

The following are exempt from this QCO:

  • Goods manufactured domestically for export.

  • Goods imported as finished products, sub-assemblies, or components.

  • Goods imported by domestic manufacturers to make products for export.

Implementation Dates for Small & Micro Enterprises:

  • Small Enterprises: 1st February 2026

  • Micro Enterprises: 1st May 2026

Additional Exemptions for Small & Micro Enterprises:

Small and micro enterprises registered under the MSME Development Act, 2006 are exempt if:

  • Registered on the Udyam portal.

  • Investment in plant and machinery does not exceed ₹25 lakh.

  • Turnover in the previous financial year does not exceed ₹2 crore, certified by a Chartered Accountant.

Research & Development Exemption

  • OEMs can import up to 200 kg per year of Cross Recessed Screws for R&D purposes

  • These goods cannot be sold commercially and must be disposed of as scrap.

  • OEMs must maintain records and submit them to authorities when requested, on official letterhead signed by an authorized representative.

Authority & Compliance

  • The Bureau of Indian Standards (BIS) is the certifying and enforcing authority.

Any violation of this order will attract penalties under the BIS Act, 2016.
