This is an important update for all existing license holders, new applicants, manufacturers, importers, and sellers regarding the Cross Recessed Screws (Pan Head Screws with Type H or Type Z Cross Recess – Product Grade A) (Quality Control) Order, 2024.

BIS QCO for Cross Recessed Screws
The Ministry of Commerce and Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025, which will come into effect from 1st November 2025.

From the implementation date, all Cross Recessed Screws must:

  • Comply with Indian Standard IS 7483:2018 / ISO 7045:2011.

  • Carry the Standard Mark (ISI Mark) under a valid BIS license as per Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018.

Exemptions:

  • Products manufactured in India for export.

  • Products imported as finished products, sub-assemblies, or components.

  • Products imported by domestic manufacturers for making goods intended for export.

Implementation Timeline for Enterprises:

Special Exemptions for Micro & Small Enterprises:
Micro and small enterprises registered on the Udyam portal and meeting the following criteria are exempt from immediate implementation:

  • Investment in plant and machinery ≤ ₹25 lakh.

  • Annual turnover ≤ ₹2 crore (certified by a Chartered Accountant).

R&D Exemption:

  • OEMs importing up to 200 kg annually for research and development purposes are exempted from commercial sale.

  • These items must be used for R&D only and can be disposed of as scrap.

  • OEMs must maintain annual records and share them with government authorities upon request.

The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority.
Non-compliance with this Order may attract penalties under the BIS Act, 2016.
