Important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Cross Recessed Screws (Cross-recessed Countersunk Head Wood Screws - Specification) (Quality Control) Order, 2024.

Overview
The Ministry of Commerce and Industry has issued the Cross Recessed Screws (Quality Control) Extension Order, 2025, which will come into effect from 1st November 2025 — i.e., six months from the date of its publication in the Official Gazette.
As per this order, all goods or articles of Cross Recessed Screws must comply with the Indian Standard IS 18509:2023 (Cross-recessed Countersunk Head Wood Screws - Specification).
Every product must:
Carry the Standard Mark (ISI Mark) under a valid BIS license as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.
Be certified by BIS before being sold or distributed in the Indian market.
Exemptions
This order will not apply to the following:
Goods manufactured domestically for export purposes.
Goods imported as part of finished products, sub-assemblies, or components.
Goods imported by domestic manufacturers for making products intended for export.
Implementation Schedule
Additional Relaxations for Micro and Small Enterprises
Micro and small enterprises registered on the Udyam portal under the MSME Development Act, 2006 are exempted from implementing the Indian Standard if they meet the following criteria:
Investment in plant and machinery does not exceed ₹25 lakh.
Annual turnover does not exceed ₹2 crore (as certified by a Chartered Accountant).
Research & Development (R&D) Exemption
Manufacturers (OEMs) of Cross Recessed Screws are allowed to import up to 200 kg of goods annually for research and development purposes.
However:
These items must not be sold commercially and can only be disposed of as scrap.
OEMs must maintain records of such imports and provide details to the authorities on official letterhead, duly signed by an authorized representative.
Authority and Penalties
The Bureau of Indian Standards (BIS) is designated as the certifying and enforcing authority for this order.
Any violation of the provisions of this order will attract penalties under the BIS Act, 2016.
