Key Provisions of the Copper (Quality Control) Order, 2023

  1. Title and Implementation Timeline

Officially titled the Copper (Quality Control) Order, 2023, the regulation governs the quality of specific Copper product.

    • The original implementation date was set as three months from the publication of the notification.
    • The amended implementation date is now set for December 1, 2024, providing additional time for compliance.
  1. Mandatory BIS Certification

The regulation mandates that Copper must conform to Indian Standard IS 191 : 2007.

    • Manufacturers are required to obtain a BIS license to affix the Standard Mark (ISI Mark) on their products.
    • This requirement does not apply to goods manufactured solely for export purposes.
  1. Certifying and Enforcement Authority

The Bureau of Indian Standards (BIS) is designated as the certifying and enforcement authority for this regulation. BIS will ensure that only products meeting the prescribed standards are manufactured, imported, or sold domestically.

  1. Scope of Application

This order applies exclusively to Copper used within India. Products manufactured for export are explicitly excluded from this mandate.

By extending the timeline, the Copper (Quality Control) Amendment Order, 2024 provides manufacturers additional time to align their processes with the prescribed standards.
