BIS QCO for Cold Rolled Non-Oriented Electrical Steel Sheet and Strip IS 648:2022

The Ministry of Steel has notified the Steel and Steel Products (Quality Control) Order, 2024 under the powers granted by Sections 16, 17, and sub-section (3) of Section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016). This new Order supersedes the Steel and Steel Products (Quality Control) Order, 2020 and takes effect from the date of its publication in the Official Gazette, without affecting any matters undertaken under the earlier notification.

As per the Order, Cold Rolled Non-Oriented Electrical Steel Sheet and Strip – Fully Processed Type must comply with Indian Standard IS 648:2022. Every product falling under this specification is required to carry the Standard Mark (ISI Mark) under a valid license issued by the Bureau of Indian Standards (BIS) in line with Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018. In addition, each consignment must be accompanied by a Test Certificate issued by a BIS-certified manufacturer.

The requirement, however, does not extend to steel and steel products manufactured domestically for the purpose of export, provided they conform to the specifications prescribed by foreign buyers. The Bureau of Indian Standards has been designated as the certifying and enforcement authority for this Order, with non-compliance attracting penalties under Section 29 of the BIS Act, 2016.

Any amendments or revisions to the specified Indian Standard, as notified by BIS, will automatically be applicable under this Order from the date of their publication.
