BIS QCO for Cold Rolled Non-Oriented Electrical Steel Sheet and Strip IS 15391:2003

The Ministry of Steel has notified the Steel and Steel Products (Quality Control) Order, 2024 under the provisions of Sections 16, 17, and sub-section (3) of Section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016). This Order supersedes the earlier Steel and Steel Products (Quality Control) Order, 2020 and takes effect from the date of its publication in the Official Gazette , without affecting matters already undertaken under the previous Order.

Under the new notification, the Cold Rolled Non-Oriented Electrical Steel Sheet and Strip – Semi-Processed Type must conform to the requirements of Indian Standard IS 15391:2003. Products falling under this category are required to carry the Standard Mark (ISI Mark), granted only under a valid license issued by the Bureau of Indian Standards (BIS) in accordance with Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018. Each consignment must also be accompanied by a Test Certificate from a BIS-certified manufacturer.

The Order exempts domestically manufactured steel and steel products meant solely for export, provided they conform to the specifications required by foreign buyers. The Bureau of Indian Standards has been designated as the certifying and enforcing authority, and any violation of this Order will be punishable under Section 29 of the BIS Act, 2016.

Additionally, any future amendments or revisions to the specified Indian Standard, as notified by BIS, will automatically apply under this Order from the date of their publication.
